Incorporated in 2005, Hall Consulting (Hall) is a small, woman-owned business located in Watkinsville, Georgia. Hall offers professional services to utilities and local governments in urban and regional planning and in gaining approval for high-profile projects. We have extensive experience working with public agencies and engineering consultant firms.

Hall provides expert assistance in urban planning studies and assessments, impact fee studies, strategic stakeholder communications, and public outreach. Our services provide a much-needed solution to public agencies lacking in-house staff and resources. 


Marilyn Hall
Founder & President

Since 1997, Marilyn has created and implemented high quality, innovative plans for communities and utilities throughout Georgia and the Southeastern United States. She is an expert in designing and implementing communication strategies and public engagement programs for high profile projects and plans. Her passion for equity, diversity, and inclusion and knowledge of communications, economics, and environmental planning, helps communities integrate and implement seemingly conflicting goals.

Her recent efforts have focused on project management, impact fee studies, comprehensive planning, community development, and public information and engagement.

From 2009 to 2021, Marilyn served as the Water Resources Planner for Athens-Clarke County, Georgia. She created and implemented a water reuse program, was responsible for the utility’s 400M long-term CIP, managed planning and construction for a solar array at the Cedar Creek Water Reclamation Facility, and conducted the public outreach program for the county’s Service Delivery Plan.

Under her leadership, the Athens-Clarke County Water Conservation Office became a national leader, earning recognition from the U.S. Environmental Protection Agency WaterSense program 9 years in a row. She established innovative public outreach and education programs for the community and schools.

Marilyn has a Master of City Planning degree from the Georgia Institute of Technology and an BA in Economics from Northwestern University. In 2019, she graduated from the Water Environment Federation's Water Leadership Institute and in 2022 she earned her MBA from Louisiana State University, Shreveport.

She is registered with the American Institute of Certified Planners (AICP).

She is a former board member of the Georgia Planning Association, the Georgia Association of Water Professionals, and the Water Reuse Association. She currently serves as the Climate Champion for the Sustainable Communities Division of the American Planning Association.

Fun Fact: Marilyn was a Division 1 All American swimmer and member of the United States Swimming National Team in 1991.

Bobby has 26 years of professional experience and has proven proficiency in the  collection and analysis of data for various city and public utility planning studies. Regina Lucas

Regina has 30 years of experience providing writing, editing, and technical editing services in marketing and public outreach programs for government agencies, public utilities, small businesses, and environmental/transportation engineering consultants. She has specific expertise in interpreting and condensing complex materials while striking a balance between technical accuracy and clarity for the general public and targeted audiences. 


Jessica Magnarella

As the owner and principal of mPrint Design Studio, Jessica has in-depth experience creating effective visual communications for public education and outreach. With award-winning expertise in working with public utilities and government agencies, she has provided a wide variety of print and online informational materials to support projects and outreach campaigns.

Hall has a track record of building successful consulting teams. Team-members are specifically selected to meet the needs of individual clients.

Mosaic Community Planning

Mosaic is a valuable partner in developing plans that require robust housing studies. Mosaic was founded in 2015, but their experience doesn’t begin there. For nearly 20 years, their principals have been helping communities across the U.S. become better, more equitable places to live. Team members’ of varied backgrounds in planning and community development give Mosaic a comprehensive understanding of the places they work and allow their firm to take a multidimensional approach to planning.
